Moving air traffic controllers means retraining them on the quirks of a new facility, and the process can take years.

Delays continue to affect flights at Newark Liberty International Airport Monday morning, averaging about 19 minutes at 9 a.m., according to an advisory from the FAA.

The FAA currently has 22 fully certified air traffic controllers and five supervisors assigned to Newark in the Philadelphia facility, but the agency wants to have 38 controllers there.

Current and former air traffic controllers who have handled traffic for Newark said they would avoid flying in and out of the airport, both for safety and convenience.
