As the largest recipient of NIH grants, the University of Wisconsin-Madison will be hit hardest by the cap — but some big Milwaukee institutions will also see big cuts.

The Wisconsin Health and Educational Facilities Authority plans to sell $235 million of municipal bonds to help pay for the development and construction of medical facilities around the state.

The NIH said capping indirect cost payments will save billions of dollars. Universities said it will disrupt vital, life-saving research.
